Do you think it makes someone a bad mom if they're always pawning their kids off on ppl

I see it a lot in my family. I have a cousin that basically enrolled her kids near her mom's house so they could supposedly catch the bus there and that turner into her just never taking the kids back home with her. Then I have another cousin that had her first baby a couple months ago. She tried over a decade. Now that she has him she sends him to her mom's all day like 5 days a week and he spends most of his nights there. Then I have a sister in law that literally made custody arrangements to have her daughter with her father on her days off and she also sends her son to daycare on her days off so she can hang out with her boyfriend. Then during the time she's supposed to have her son (after daycare) she sends him to her mom's

Here I am with all of my kids that work my nerves every day yet I don't pawn them off. So I kind of judge people that do.
