Say the dog is aggressive or just very uncooperative during the groom which makes the the groomer fall behind schedule, should the owner of the dog be charged extra for the struggle?

I was charged extra because my tiny dog scratched the groomer. She has severe separation anxiety and doesn’t take any medication for it bc her vet said she was too small for it and I let him know before hand and he said it was fine. He never told me there could be extra charges for anything. Next thing you know I get a call from him very upset bc my dog had scratched him. I was low key upset too because he knew the risks beforehand and still gave us the ok.
