Termination of parental rights?

Has someone been through the process of terminating parental rights? Where do you start? My daughters sperm donor has been out of her life since she was a few months old she is 7 now he left to mexico and has started a new family. He was never on the birth certificate and has done nothing to contact her or do anything for her. I would like to add that I have a bunch of legal problems because technically he still has rights. I have a really hard time when I get her passport... school related stuff and much more wven if he is not on the birth cetificate
