Inconsolable 9 month old

For the last two days my baby has been fussing and crying on and off for hours. Tonight she’s been crying and screaming till her voice is hoarse and I have no idea what to do. She caught a fever of 101.5 but it has gone down a little. I’ve been giving her baby Tylenol and Motrin to try and help but after a while shes right back to it. She’s refusing her bottle and only sleeping when absolutely exhausted. I feel so helpless. I’m debating on just taking her to the ER at this point since it’s 4 AM and she’s only let up for an hour to sleep before going right back to it. Please, is there anything I can do or any advice? Everything other than the ER is closed right now and I don’t know what I should do.
