Cradle cap or dry skin?

i know it’s hard to tell from pictures but does this look like cradle cap or dry skin? She is 7 months old and we live in the midwest so it’s currently very dry.
Also could you share some remedies?

Put some baby oil on baby’s head an hour before a bath. It’ll moisten it and then comb it out while giving baby a bath. That’s what our pediatrician recommended with our son and it worked great. Don’t worry if you don’t get it all at once. You can repeat it next bath time.

The frida cradle cap brush works for us. I bought that and the hints baby soap and it helped a lot. I don’t use the comb thing that came with it. I just put her soap on the soft side first, and brush with the other. We get out and than put a bit of lotion on it.

It’s a little cradle cap. Nothing really worked for my son. Cradle cap is really just a cosmetic thing unless you notice a lot of scratching. 
My friends all swore by the coconut oil with like bristle brush (nose Frida makes one specifically for cradle cap) method. This didn’t work for my son much. We just let it go and he’s mostly grown out of it by 2.5.
