Baby’s raw bottom

My little one is 17 days old. Her bottom is so red and raw that it’s bleeding in like 3 different spots. I’ve tried triple paste, butt paste, Aquaphor, and athletes foot cream. We’ve let her lay with no diaper on to let it air out. We’ve wiped it with a warm wash cloth. Is it safe to use corn starch or babies anymore? What else can I use or do?

She’s so miserable and I feel so bad.
