Lactose intolerant ?

My newborn’s pediatrician switched her to whey formula, because her poop smelled bad and she was gassy almost every hour of the day and has hardtime pooping. I was thinking to just switch to different lactose formula instead of giving her whey formula. Is it possible that she was just not taking the current formula well and is not lactose intolerant? I don’t want to give her a whey formula, and I’m thinking how can a pediatrician say she is not digesting lactose well based on how she feels.
