Making the first move

So I'm 16 almost 17 and there is this guy I really like at my school. He's in my technology class and he doesn't really talk. He's the quiet type. We've had a few short conversations but he's pretty shy. I was kind of always taught the guy is supposed to make the first move, but would it be so bad for me to make the first move? And how can I do that, especially with a shy person?
