Lumpy vein (?) on neck?

Question

Does anyone else’s little one have a lumpy vein (?) stick out at the base of their neck from time to time?
So hard to get a picture of it, but in person it has a blue/grey colour to it so I assume it’s a vein? 
I’ll be chatting to her PCP but we can’t get in until later in the week. So I’m trying to figure out if it’s pretty normal or something I should be concerned about.

I work for ENTs and was always told neck masses are not normal. They should have it looked at right away. If PCP doesn’t refer to an ENT for a biopsy, I would seek out an ENT consultation on my own.
Positive thoughts that it is nothing.

Definitely have it looked at. Even if he is on the skinny side, it still looks like a pretty thick lumpy vein. Then again, I’m not sure if it’s the picture just making it appear that way.
