Eyelid has weird texture after marcella water irritation? Milia?

So like 2 weeks ago I wore this new eyeshadow and took it off with marcella water. It kinda stung which doesn't usually happen, I thought maybe it was rubbed raw. Well it's got this weird texture on it now. The skin feels rough like it's got bumps or something. Only thing that's different is the eyeshadow. Maybe my liquid eyeliner dried it out or it's expired. Idk.

Anyone else have the same thing? It doesn't hurt now just feels weird. It might be mila?
