Babies do not want FORMULA

My baby girl of 2 months old is like she don’t like formula, she just eat 70mL every 2hours and half or every 2 hours... I tried to feed her 4onz but she just stop always in the same amount, (also she has reflux gastroesophageal disease and he had to changed three times the formula and the last one that we are using Is the one that has worked best)

And also my friend baby boy is 2 months old and he just eats 1onz. And then he just do breastfeeding during 15 minutes... what’s happening with formula and babies?
