How to teach daughters to be safe?

What would / should you do to teach your daughters to be safe in this scary world of full of sexual harassment and assault, without sending the message that anything they do is their fault or “asking for it”?
I know I know we shouldn’t have to teach our girls and it is only ever the fault of the perpetrator, but the fact and risk remains the same no matter what.

Females aren't the only people to go through sexual assault and harassment men go through sexual assault and harassment as well we have to stop neglecting our boys because then they start to feel ashamed about speaking out and searching for help we have to teach both boys and girls what consent and boundaries are and how to establish them and we need to create a safe space so they can speak up and not feel judged

1. Building a trusting relationship with my daughters is the most important step. 
2. Teaching early about anatomical parts and their CORRECT names not nicknames. 
3. Teaching consent with bodies, safe touches, and building their confidence to be able to say no. 
4. Teaching and role modeling healthy communication skills with partners, healthy behaviors, and healthy self care strategies. 
5. Teaching symptoms of mental health awareness and coping skills. 
6. Teaching about substance abuse and how using substances can alter our awareness and our choices as well as the choices that others make towards us. 
7. Teaching a well rounded sexual education conversation in our home and sticking to it, including minorities such as LGBTQ communities.
8. And having a policy that they can call me at any day, any time, any circumstance and i will be there no questions asked, no discussion needed

1. Dont go anywhere alone with a boy or a man

8. My daughters wont be allowed sleep overs at anyones house im not familiar with even family. I will not allow my daughters to sit on mens who i am not comfortable with laps even family. I will teach them about their privates and that no one is to touch them and that its special for when they are older.

Buddy system, be alert, be aware of surroundings, park under well lit areas, have 911 on speed dial just in case, taser/pepper spray. Best thing my parents taught me was to always watch what is going on around me and stay alert at all times. If you’re uncomfortable out in public and people are around you can always stay where you are in a crowded place and wait for a safe opportunity to get to your car or whatever. I also never park next to vans, trucks, SUV’s. When I get in my car I lock the doors and leave. Don’t sit in your car on your phone, you’re a sitting duck. Make sure to drive in a circle if you think you’re being followed, or go to a police station.

That's a very good and honest question because while you may give advice that leans towards "how to not attract the wrong kind of attention", it can also give guilt if she receives the wrong kind of attention. 
I agree with Kelsey that it starts with a relationship of reassurance that unwanted attention is not her fault nor is it something to feel guilty about. Parents need to have honest talks about what is appropriate and respectful conduct and what she should expect. I think a big thing is teaching your daughter to be strong and not put herself in situations where she is especially vulnerable and how to handle those situations should they arise. Harassment doesn't just come because your vulnerable but happens more in situations with little accountability.

I was sexually harassed in 5th grade by another student. I was terrified to tell anyone it created so many issues by not telling but it finally came out. 
My advice as someone who’s gone through it, create that relationship with her and reassure her that no matter what she can come to you with anything. Even if she thinks you’re going to be mad or whatever. Be as open and honest as possible.
