Rash on face

Daughter has had teething rash (or what looks like a teething rash) on her face for 2months. Some days it looks less mild, other days it flares up within seconds and sometimes will break out up too her eyes and forehead. I've tried Vaseline and others like it. Any recommendations, does this sound like a teething rash? Is it necessary to go to the doctor? She just turned 11montys abd has 2 bottom teeth got them last month. But still has this rash and has had it fir atleast 2 straight months.
