Newborn sleep

My newborn won’t sleep more then 2 hours MAX at a time in the day and at night. In the day it’s usually only an hour at a time. When she wakes up she wants to nurse on both sides before she will go back to sleep. Even being held the longest she’s slept since birth is 3 hours.

She’s 3 weeks old, hates being swaddled won’t take the dummy/pacifier. She sleeps in a dark room with white noise. And is EBF

I feel like I’ve tried everything at this point and any suggestions would be really helpful.
