He propose last year, been together for 8 years, we applied for our marriage license last may but he let it expire out and hasn’t talked about it since, people ask and he says cause of covid or he wants to do something small but I know that’s not really the case and we have 3 kids together and we live together.. what’s the hold up.

Definitelyyyy talk to him about it. If you guys have been together that long & have kids together it sounds like he’s became comfortable with how everything is going and isn’t jumping through his ass to get married because you’re basically married already, just with no papers or name change. 
I’m going through something similar. My fiancé and I have been together going on 5 years and we’ve been engaged for 2 of the 5 years and have two children together. We’ve lived together the entirety of our relationship, so same, we’re basically a married couple. Evey time I mention wedding plans he’s just like, “Tell me what to wear and what time to show up and I’ll be there.” Most men don’t like wedding talk lol
But I’ve expressed to him how important it is to me that we are legally married. I want to share his last name with him and our kids. I want vows,  I want rings on our fingers that lets the world know, and I want it on paper that he and I are bound forever. (I’ll probably get reamed for that comment about how ridiculous I sound, but I don’t give a shit, that’s how I feel.) 
Tell him that it’s bothering you. Could be stress, could be comfortability, could be he’s just uninterested in wedding talk. 🤷🏼‍♀️ You’ll beat yourself to death wondering!

Talk to him. He might not want to. Y’all live together, have 3 kids already etc he’s probably thinking what’s the need to marry you honestly or maybe he’s got commitment issue? He might just wanna keep doing what y’all been doing and not marry.
