Help! Daycare question

My 13 month old is supposed to start daycare tomorrow for the first time ever. I dropped by technically unannounced today (the owner knew I would be by at some point) to drop off paperwork so I wouldn’t have to do it tomorrow so I could be in and out quickly. I walked in and saw one employee with five babies all screaming/crying. Two were in bouncers, One strapped in a stroller, and two in cribs. The ratio is supposed to be 1:4. One employee was outside pushing a stroller that works in the baby room. I saw three staff members and none of them were friendly to me today. The one employee that was actually in the baby room picked a baby up to change him and didn’t even console him while he was crying when she got him out of the stroller nor when she was changing him. At this point I felt really uncomfortable. Am I silly for feeling uncomfortable? Are my expectations too high?
