TW dropping charges for what if actions were the same in all cases?

I came across this story and I’m highly puzzled. The prosecution says they cannot for sure try the case beyond a shadow of a doubt but if the motives and actions were the same between all victims then how is that possible? Why bring the charges in the first place? The victims have some sort of evidence and testimony.
I’m puzzled. Do you guys think it’s possible that this one case is much stronger than the other 6?

They must have solid evidence on the one, and less solid evidence on the others. Rape charges are extremely difficult to prove, and if the jury finds even one case suspect he could be found not guilty of everything. They’re hedging their bets against that, and going with the one they think they can for sure win so he doesn’t walk. 
The why I don’t know. It could be anything from a victim that’s deemed “undesirable” (gross but the defense will go after everything about them), to a fuck up on the states end. Rape kits for example have to follow a specific chain of custody, never leaving a professionals sight unless they’re in a secure area. If that’s broken, or if the material evidence is damaged or corrodes it could tank the whole case.

It’s very very common for this to happen. It’s incredibly difficult to get a rape conviction so a lot of the time with multiple victims they’ll only charge for one of two. They’ll kick the ones with the most evidence and unfortunately frequently only the ones who are the most “sympathetic”. If they get the conviction prosecutors then sometimes try to get permission from the judge to mention the other victims during sentencing to try and get a longer sentence.

It's hard enough to get 1 r*pe or sexual assault charge through the courts, let alone 7. However, that doesn't mean that the other women can't be called as witnesses to prove a pattern, or that their assaults won't be considered when landing on a punishment.

They’ll do this is the case isn’t strong enough for all of them. If only a few have strong cases they don’t want them brought down by other weaker ones.
