I have these on my legs. What are these and what causes them? And how to get rid of them

I can't really tell because it's difficult to see how big it is on the picture. I have had eczema, keratosis pilaris and dry skin all my life and to me it just looks like a dry patch. Not using soap on your skin every time you take a shower helps, as well as taking cold showers or taking short showers. Using a natural moisturiser is important, for example coconut oil, sesame oil or (extra virgin) olive oil. If you are concerned about it, definitely talk to your doctor. It could just be some sort of allergy or something else. I wouldn't worry about it 😊. Good luck!

Im not sure because I cant see much in the picture, but to me they look like the start of small skin tags. Im not a doctor, but I am a caregiver so I just help treat them.
