Can't orgasm outside of masturbation

Hello ladies. Ever since I've been sexually active I've not really been able to have an orgasm from my partner. Out of an 8 year relationship I might have had 2 or 3 orgasms from him. Now with my new partner I'm still having problems. They do everything right and it feels good but I just can't orgasm. Is this a mental block and if so any tips on how to have an orgasm outside of masturbation?
