Front facing seat?

So I live in Texas and I was just wondering when it’s ok to switch to having the baby facing the front. His legs are hitting the back a lot and he seems uncomfortable with his legs bent back there. He’s still 9 and 1/2 months and weighs 21 lbs. I’m just unsure as a ftm.

As long as possible. I plan to have my son rear face until he hits the car seat weight limit for rear facing. And even then, I may upgrade to the extend-to-fit so he can rear face even longer.

Not until he’s at least 3-4-5 years old, and outgrows rear facing carseat weight or height limits, for lots of car seats it’s around 45-50 lb ! Don’t worry about legs, it’s normal for them to kinda hang there. 
But It’s not safe for a toddler to ride in a car forward-facing. 
In a crash, when a baby is rear facing then the shell of the car seat will get an impact, not the baby’s head, neck and spine. Rear facing car seats reduce serious injuries by 92%!

I have super big babies. 100+ percentiles all around and we were worried about squished legs too. With our first, our pediatrician said make sure we are rear facing until at least 2yrs old. She said that’s when they they physically have enough muscle control to react, tense muscles etc. As she said even with scrunched long legs. It’s way better to have a leg injury than a head spine injury in a bad wreck. At two our first hit maximums for rear facing in our seat and is now forward facing. 
Something to consider if you haven’t already, is going from the infant carrier car seat to the convertible car seat that grows with baby. Lots of positions, can be rear or forward and eventually a booster. Also helps baby sit up more and have a little more space.
