Is my baby aggressive or maybe need help ?

My daughter is almost 14 months.. basically a one yr old and even before she was 1 she would almost hit, scratch mostly scratch & slap me and other like my mom and my aunt, she cut both of their lips causing a big sore on their lip, i pop her but she only gets upset when I pop her legs.. not even her hand or arms or anything.. it’s like she likes it & wants to fight back, my mom barely likes watching her because she’s alwayssss scratching her face and everything.. I cut her nails but she still manages to do it, I tell her no no & she shakes her head no like she gets it but still does it.. this morning she took my glasses so I took them back because she already broke them before, I took them and she slapped me dead in my face while I was laying down after I took them.. of course I popped her but I don’t know if she understands or will ever change, I try to hug her and kiss her and she attacks my face by digging her nails into my face, I literally have a mark on my face from it.. everyone in this house shows her love and affection but she’s sooo rough that no one wants to do it or even be around her, even when I look at her she just attacks.. I hate to say it but like an animal.. & my mom is saying maybe she needs to be evaluated & I’m like maybe this is what babies do but I’m starting to think maybe not, pleaseeee any advice is great.
