Am I overreacting ?

When I was pregnant, my mom was unhappy about my decision to move in with my boyfriend but told me that she would come out to help me with the baby whenever she could. Baby came earlier than expected so we didn’t FULLY move out until a little bit later. Now we have been moved out for a month and she hasn’t even come out to visit once - not even on the weekends. When I want to see her, she always wants us to come to her or she won’t visit with us at all. One time, she took my little sisters to the mall and wanted us to drive half an hour away just to see them for an hour. I couldn’t do it so I asked if they could come after and she said she was too tired. Another time, she said she would so I cleaned and got special snacks. Then when it came time to them ACTUALLY leaving the house, she didn’t tell me that she changed her mind until almost 3 hours later and said it was “too late” (it was 9 by then) - I just felt like it was bogus. But then she tells me repetitively (multiple times a day) how much she misses us. I just feel like if she really missed us that bad, she’d come visit us.
