Won’t pee!

My 27 month daughter will NOT let her pee go on the potty. We’re 11 days into the OH Crap method and she is holding her pee until she bursts and has a huge accident. We have not had one pee in the potty for 3 days. When I tell her it’s time to potty she has no problem sitting on the potty, but when she knows she has to pee she screams and cries and refuses to even sit. I’m not going to restrain her to pee! How do you help a toddler get over their fear of releasing pee???
