Low HCG, bleeding, but closed cervix??

I am around 4wks. I woke up this morning with bleeding - not as heavy as a normal period, but definitely not spotting. I went to the ER, and she said that while I AM bleeding, my cervix is closed and that’s a good sign. I haven’t had anything but blood - no lining or tissue like I would have with a period.

My main concern is I had an HCG level of about 9 two days ago. The doctor at the hospital said she would call me if the test at the ER was higher, but I didn’t get one. That said, they were INSANELY busy (several severely sick Covid pts were in rooms around me and all were being admitted and transferred), and my Mom (who went with me) said there is a possibility she may have just forgotten or gotten tied up and was unable to.

I don’t know what to think. I’m on complete and utter bed rest until Saturday on the slightest off chance the baby can be saved. This morning I was 100% convinced I was miscarrying and now, while I feel that’s most likely where this is leading, I’m still holding on to a shrivel of hope.
