Doc said it's eczama and that it will go away....
Does it though 
Any other moms went through this she's 2 months old
it's also on her back!!! 
So it does look like its spreading

I agree with the other comment. If it were in more areas of the body, then I’d say eczema, but if it’s only around the neck then it’s yeast caused by drool and sweat getting trapped in baby’s skin folds.
Try a cotton bib, and drying baby meticulously throughout the day. Wash with the neck with some water if you’ve noticed that baby has possibly been drooling a lot.

Keep a bib on her. And change it out continuously throughout the day. Don’t let her sit in a soaked one for too long! Wash with a sensitive skin soap and then apply aquaphor or Vaseline. My daughter’s went away when she was around I’d say 5mos ?? Truly don’t remember lol

Always pat dry under her folds, wash with water, and dry again. Put a cotton bib and immediately change if wet. 
Looks more like moisture, possibly fungal but try the above and monitor. If it doesn't resolve then go get a second review.

Id get a second opinion from a different dr. We can suggest things on here but take it as a grain of salt because the people suggesting could be wrong possibly
