What would you do? What should I do ?

I know of this family that lives in a disgusting house. Way too many dogs and cats. Covered in animal hair and yes I know you can’t really get rid of it. But it’s so much that’s there’s LAYERS upon LAYERS of animal hair all over every inch of the house. Cat litter boxes that haven’t been changed since who knows how long ago. They have a dog that’s locked in a cage all day and night and they just got another one. They have a 6 month old baby and the poor thing is living in this crap. The house smells horrific and she’s been sick constantly since the beginning of October. The parents are wannabes racers and take her out all hours of the night with them to race. Not just once either but almost every single time they go to these races. I feel so bad for her and she shouldn’t have to live like this. So should I call CPS on them or what?! I feel like I should but I always second guess myself.
