Something is wrong with my husband

Is he losing his memory or is he on drugs? Idk but I’m worried and I don’t know what to think. He’s losing his memory, sometimes he looks confused, Ive told him to go to the doctor I will take him but he doesn’t want to. I’m thinking is he on drugs maybe? he’s just so different but when I mean different is how forgetful he is even with small things and it’s everyday he forgets things. I could be talking to him about something and he thinks I’m talking about something else completely different. He’s not old he’s 34 and lately he’s been having anxiety attacks or panic attacks like anything can trigger them and I’m worried for him. He even told me he feels like he’s losing his memory and he blames Covid! He had Covid last year he had it really bad but he recovered after a month and he said since then he feels that way
