Aggressive 2 year old

Anyone have some magical advice to deal with a very physical little boy? He's 2 and I know most of it's developmentally appropriate but it's getting to be too much. Even his school has had conversations with me. He isn't always a little demon lol, it just comes in spurts.

He bites, pinches, hits, kicks, spits raspberry's at.....

I have tried time out, spanking, standing in corner, restraining hugs, calm talks, ignoring, taking things away.

Example yesterday his sister got him and her a snack they were giggling and watching a show. He gets up grabs a toy hammer and whacks her in the temple and goes HA HA HA. Then when she started to cry he ran and hid. I paid attention to my daughter first giving her all the love and mommy fix boo-boo and then I called his name and he started going sorry sissy I sorry sissy. Sissy I hot you I sorry. I still told him time out and carried him to the corner where he started spitting at him and yelling NO. I just ignored him and when he was calm he apologized again and said why he was in time out. Things were fine but like 20 minutes later he snuck over to her and pinched her.
