Baby eczema help please

Someone please give me some tips.

She never cries out of discomfort or pain from her eczema but she will scratch it so I have her mittened 80% of the time. I got the baby eczema eucerin cream to start using on her and I use eczema therapy baby soap. Her eczema is half induced by the fact that she is allergic to all formulas I have tried but gentle ease Enfamil seems to do the least damage until I see her doc on Friday. The hypoallergenic made her several flare up so that is already off the table soy and lactose need to be off the table but I don’t have much of a choice since I can’t find lactose or soy free rice formula. I lotion her through the day but she is still so so dry and her cheeks get all flakey (not like newborn skin peeling) and I have eczema myself but nothing k do seems to help her . So I feel at a loss right now
