Do you consider people popular on TikTok as “celebrities”

If someone has 10 million+ followers and is well known on TikTok, but isn’t known anywhere else, are they really considered a celebrity?

I read somewhere that the new wave of celebrities is going to be influencers lol so I’m not sure when or if that’s actually going to happen. I think for people who actively those apps, they are the ones who would consider those people famous. I could see the younger generations thinking certain tik tok creators are famous.
