Lip tie in 2 year old

So my daughter had a chip stuck in her mouth… and I was looking for it (found it) and noticed it looks like she has a lip tie..!!?? I’m so confused and concerned right now..bc she’s 2! Isn’t this something that’s addressed as a newborn? There was a question of a tongue tie when she was born but then pediatrician said it’s not there. But the top of her lip, underneath looks like the skin is attacked to right between the teeth. I’m prob not explaining it correctly. Is this a problem? Should I contact her dr?
