36 weeks and baby already low

This past week I have had severe vagina pain. I can only explain it as feeling like bone on bone and it is very uncomfortable to sit. I went to the dr yesterday and she checked my cervix and said “oh there’s his head” and confirmed he is very low. She said I am not dilated. Head down which is a plus. Does this mean he will likely come early? I know I should have asked but she went on about the group strep swab and I didn’t think of it. This is my second baby. His sister was born on her due date. I would like him to stay in there til at least 38 weeks.
