My baby had this exact same thing! When she turned 3 weeks she started to develop this same rash on her face. I tried everything to get rid of it like switching our detergent to non scented/sensitive skin, I used only organic non scented baby wash from Earth Mama, and changed my diet. Non of it worked immediately anyway. I spoke with her pediatrician and she told me it was baby acne and that it would go away on its own. It took about 2-3 weeks for it to clear all the way up. Also I’m not sure if the two are related but my baby now has severe eczema on her neck, arms, and legs. 
Try not to stress too much over this as it’s normal and a lot of babies experience baby acne and it clears up on its own.

If it’s getting worse I would speak to the pediatrician. It appears to be all over baby’s face, so if she is allergic to something you don’t want it to spread to her mouth and cause swelling in the throat. She may need a change in type of milk.

as you can see here, this was from when he was a month old or so. hes now 3 months!

my son did this too, around 1-1.5 months okd. his pediatrician said it was from my hormones from what little milk i was giving him but it seemed to get worse and it was all over his face, his face felt horribly bumpy all the time. i started putting lotion on his face at night time and after baths, and i also kept him in cooler clothes for a few days. it looks like a heat rash

Also kind of looks like heat rash (the flat red rash). She also looks like she has baby acne

Looks like heat rash to me. Cool baby down immediately. Take that onesie off of her and wipe her face and body with a cool towel. And let her air dry. No lotions or creams!
