Baby rash

Hoping someone out there can help with this. This weird rash appeared on my babys cheek and brow a couple months ago. Shes 6 months now and just starting with food but the rash came before we started with food. Otherwise shes strictly breastfed. The dr said to use hydrocortisone but I'm wary because its officially not safe for such young babies. Also its an anti itch cream. As far as i can tell this rash isnt itching or bothering her. I tried touching and scratching it but nothing is bothering her.

Ive tried goats milks and matys eczema relief. As well as olive gold oil spray. Nothing is helping. Any ideas what this could be?
