4 year old is constantly baiting people

My 4 year old has this habit where he baits people and antagonizes them. It’s like he wants conflict. For some reason he will do things, sometimes horrible things, and then come and look at you with a smile. Earlier he went into the kitchen, got out a box of cookies, and crushed them all into the floor. Then he came and got me and said “mommy I wanna show you something” all happy. He held my hand into the kitchen and said “look what I did” with a giant smile. He KNOWS this is wrong obviously. He will also do things like pinch or bother his brother and stare at you smiling and say “look what I’m doing. Are you mad at me?” He will tip over furniture and say the same thing. “Wanna see what I did? You’re mad aren’t you mommy?!” It’s like he wants me to be mad at him and punish him. I don’t get it! His consequences are things like time out, privileges taken away, toys taken away, but he doesn’t care. He sits there and smiles.
