Are grandparents legally entitled to grandchildren?

My daughter’s father literally abused our daughter, and actually when CYS was involved his mother was removed from the safety plan because my older son (he is 3) said she smacked his legs.. she has not reached out but we exchanged some words and I told her how I felt and that if she wants to be involved then my boundaries need to be respected. She blocked me on Facebook and hasn’t texted me since. Is she legally entitled to my daughter? Or just technically me and her father? Obviously her father isn’t entitled to her at all now, but?
