Salary wrong

Okay so my husband is a truck driver. He got a new local job and he even went out the state to go to orientation. He was told he would get paid $30 for every delivery and that he would be doing 8-12 deliveries a day. He got his first check and it said he was getting paid $18 an hour. He had asked his manager and she stated that being local u get paid hourly. Does this sound right ?they never mention this pay to him. He was told something completely different
