Children that do whatever they want

How do you help children that they want to go wild they want to do everything on their own not follow rules, directions, instructions

At age Six and seven they want to do what they want be loud, pull the school fire alarm, run in the store with grocery cart almost hitting people and running in the store by themselves want to cross the street by themselves not wanting to hold hands for example in warehouses or stores that have construction supplies like Lowe's they recommend children stay with the parent in the store for their own safety and I'm having difficulty with the child listening obeying the rules they want to jumping, running in the house they want to touch everything and they like taking things apart which breaks stuff I'm a mother and I'd like to know how do you help children listen to you be better behaved follow the rules.
