Should i make him pay half?

I recently got my own apartment after my husband wasn’t making any sense. We are staying with my mom since our lease ended and we werent getting along anyway, so i moved to my mom and he followed me here. He complains about staying in this neighborhood. I dont care about his opinion anymore because I realized he doesnt know what he wants but knows how to complain. I keep offering solutions but he stalls each time. Im the one looking at different apartments and even inquire while he does nothing. One minute he wants a house, next he wants to build a house from scratch, then he wants to move out the country but then he wants to move to a different city and then he wants to stay where we are for the next 5 yrs. I got sick of everything and wanted to start living. I got an amazing apartment, 2 bedrooms, view of the city, nice neighborhood, washer and dryer. I didn’t tell him any of it because I’m actually okay if we part ways. He got so excited about this and is asking if can come. I said okay while we give our marriage a last chance. It cost me money to get this place, and i feel he should pay half if he is coming. Also im going ahead and furnishing the place because waiting for this man hasnt worked before even thou he has the money. So if he wants to come he has to pay me for half too as we have done for other things in our marriage. Is this right?
