Potty help

My 2 year old has never done a wee or poo on the potty but she loves to take off her nappy and sit on potty/toilet for fun and pretending but she refuses to let anything out on the potty. She held her wee for 2 hours the other day while sitting on the potty and as soon as her nappy was on she did a wee. I’ve tried so many different ways to get her to and she even pushes if I tell her to push but nothing will come out. How can I get her to do it when she clearly doesn’t want to do it for real? She’s also very smart and advanced and her language is amazing and she can do nearly everything by herself but this is her weakest thing
