Time out is fun?

Question

My 2.5 year old is not phased by time out. She will do something she knows she's not supposed to do and put herself I'm time out. She thinks it's a game. What do I do? I'm at a loss.

A time out is only effective if she has to do it by herself. 
-You take her to the time out “place”.
-Tell her why she is there.
-Walk away, out of her sight and so she cannot hear you.
-Leave her alone.
-If she gets up from the time out place, take her back and leave her. Don’t speak with her at all. 
-Wait until she has been completely calm for 2 minutes in a row. Not 2 minutes total. Her sitting there could last for 30 minutes if it takes her that long to calm down. 
-After 2 calm minutes, then go talk to her. Explain the behavior you didn’t like and let her know the better alternatives. Give hug and move on. 
If you feel she needs to be physically restrained while in time out, then find a different place for time out to occur. You should not interact with her at all until she has been calm for the minimum time. She is getting a big reaction out of you if you are coming to her and holding her arms down. That’s why she thinks it’s a “game”. It’s her exercising her manipulation skills. Toddlers are good at that. Better to shift the control now before it gets out of hand. 
At this age, it’s best to ignore the unwanted behavior like a tantrum than it is to feed it with attention.

Google what a "time in" is. Time outs are telling a kid to go sit and focus on what they did wrong. Eventually as adults they obsess over everything they did wrong. 
Also maybe your kid just isn't going to respond to negative punishment for bad as well as positive feedback for the good things. Some kids do better with incentives to do good vs fear of punishment for doing bad.

She may view time out as a break area from whatever else was going on. If that's the case, she may increase her misbehavior in order to gain access to the time out area. 
I would try another consequence besides time out for misbehavior like losing a favorite toy/activity/snack, etc. Also, make sure the time out area is completely boring and devoid of any kind of things she might find engaging. 
When she is behaving appropriately,  make sure she has access to downtime spaces in your home where she can play and have quiet time.

Somehow she has correlated time out with being a game. ￼￼If you’re doing a time out correctly, you are putting them in timeout and getting down to their level to ￼explain what they’ve done to get there and letting them know how long they will be there. When it’s over, go back in and explain again what they did to be in time out and what kind of behavior you expect, ask for an apology, and give them a hug. I would send my daughter to time out in her room and 9 times out of 10, when I went back in to get her, she would be sitting there reading a book or playing with a toy. Don’t worry about that. I think the important part is telling her about her behavior and soon she will start to correlate time out with her behavior and not with playtime.
