Stuffy nose/congestion

My baby has been congested since leaving the hospital… One day it was so bad that either side he laid on his eye would swell. He panics to catch his breath sometimes. When he’s sleeping it takes a second for him to breathe and I jump out of my sleep every time I can’t hear him to make sure he’s okay. I took him to urgent care they help clean his nose, it worked for a little while but they said there’s nothing else that they can do because he’s too small. I’ve been using the Zarbees natural soothing chest rub and I have a electrical nose cleaner, they both work but he’s still doing the same thing. Any suggestions? He’s 2 months and he weighs 5 lbs (maybe more since the last time he’s been to the DR) .
