he does not say I love you back. is this normal?

I have period cramps and was really sick from menstruation so my bf wanted to come over and buy me food/take care of me after his work was done. we don't live together and I live with one of my cousins. since I live with my cousin, I have set boundaries with my bf that we don't really hug or kiss (holding hands is fine) when we are both alone in a room. we also dont close the door when we are both in a room together alone. I wasnt feeling or looking my best when he arrived so I felt insecure that he wouldnt like me because of how I looked or how vulnerabley sick I am. after a few hours of taking care of me, he was in a rush to leave bc he had to pick up a rental car for his dad. as he was leaving I noticed that he wasn't down to really hug me goodbye until I initiated it (were outside and not alone in a room together at this point), was hesitant to hug/kiss me, and when I said 'I love you' he didnt say it back.

instead he said in a valley girl voice -- byyeeee~

was him not saying I love you because he was in a rush or do you think there's something else going on? my love language is words of affirmation so when he didn't say it back, I feel as if he doesn't love me..
