Why Ex hasn’t returned my necklace?

So I gave my “A” necklace to my ex as a sentiment and we broke up 5-7 months ago and he hasn’t returned my necklace. The day after we broke up he said he’d send back my necklace(6 months ago) … yet I still haven’t received it. Every so often he messages me to ask for my address to send back my necklace but never sends it. Last time he asked for my address and additionally apologized for how he acted when we were going out and said if things in his life were different he’d talk to me but his life is so unstable to have someone else in his life right now. (I tried to break up peacefully but he got violent and said that maybe if I had an ass and tits aka if I was the mainstream body type that things would be different. He tried to break me basically) I told him I forgave him but I know that it was all bull and that his apology is meaningless and he then said he meant nothing he said when we broke up and that I had everything a man wanted and he was just frustrated with his own life issues (I know excuses) …anyway we ended up having a very brief convo in which he briefed me on what’s going on currently in his life(and he seemed more opened than when we dated) he even said he’s barely been talking to his friends because he’s busy with his problems. In the end he left my last message on read (in the last text he had asked how I had been and I said I was doing well but did not reciprocate the question). I’ve also noticed that he had unblocked me recently (he blocked me in the middle of an argument during our breakup) . Anyways I’m wondering why he hasn’t returned my necklace ? Is he lazy or hoping to see me again ?
