Safe to eat or no??

So I put a London broil in the crock pot (on high) this morning around 8 and left around 9:30-10 to run errands. When I came back around 2 the crockpot was off. I’m not sure what happened… anyways I turned it back on high and it’s been cooking since.

I’m starting to question whether or not I should eat it since I don’t know how long it was sitting for partially cooked. Do you think it’s safe to eat??
