Is this a phase?

My daughter is 19 months old. Second child. She’s very attached to me. She cries when I leave the room to change the laundry over. She will cry at the baby gate while I make dinner even though her brother is in the playroom with her. If she comes in the kitchen she is wrapped around my leg and saying up up up. She would prefer to be held or in my lap at all times. I am very close to both of my kids but she’s driving me INSANE with all the crying. Other people notice it too. Is this her personality? What. Is. Happening?! idk if it’s a phase but I need advice or reassurance.
