In the United States are you allowed to call a business and say what you want, then hang up. Not saying a threat, but to say what you want?? 
Not saying it was nice or mean just curious….

Like a prank call? No, if you are intentionally annoying or harassing someone then it’s illegal.

I work in an adult toy store in Australia (so I can imagine we’d possibly have stricter laws around this), on a daily basis we receive 10+ prank calls, some are pure vile. I mean anything from just joking around asking about dildo sizes or colours (usually young teens trying to be funny) to people calling and spewing some of the most derogatory shit I’ve heard in my life (asking us for “private services” which we ABSOLUTELY DO NOT provide or even associate with as a business, or perverts calling to get us to describe/explain how specific toys are meant to be used so they can get off to us talking about it, all the way to people saying they’re going to come to the store and make us use our toys in front of them). Unless we receive a prank call where we truly believe it was a real threat and we genuinely fear our safety is compromised, we never report it, it’s more an inconvenience than a legal issue because it wastes our time and takes us away from customers in store. If we had to write reports for each prank call, it’s all we’d be doing all day. Retail workers are used to receiving prank calls which waste their time, we really don’t care about them, it’s mostly just really annoying. Majority of the time we don’t even answer the phone if it’s a blocked number calling. 
I’ve had prank callers call saying they want to come in the store and r*pe me for just being a sex-toy retail worker, or that I’m a sl*t for working in a store that sells sex-related products, even those calls don’t get reported because it happens so often.

You need to provide more context about what type of business and what you want to say.  As a previous poster mentioned if you call a company’s consumer line and say it’d be great if you brought back this item or I have a complaint about this item I bought is one thing.  Those are legit and that’s why those numbers are there and companies do take them seriously.  Now if you use that number or call some other business and say I’m going to mow you all down in the parking lot that’s going to escalate into a police matter

What you say matters. For example, you can call Taco Bell and tell them you wish they'd bring back the enchurrito, that's completely legal. Now if you call them and tell them there is a bomb in the bathroom, that'll get you in trouble.
