Cat too friendly; possible rehoming issue

We have an outdoor cat named Pete. We were bringing in groceries one day and he got out and literally since that one day he would meow hours on end to get outside. He was 8 months old at the time, and I was 2 months postpartum. I was scared and sad tbh thinking he would get hurt so we got an AirTag on him but everything has been great. He is EXTREMELY friendly. Most cats are standoffish but Pete will snuggle and pur and love all up on you. We live in base housing, so it’s a very tight nit community, with facebook pages that only base people have access to. Everyone loved him, people would leave out food, some bought treats specifically for him, they’d all pet him (by they all I mean 3+ houses on the road were on that I know of for sure), but now it’s a problem. He will meow on the outside of neighbors doors which annoys them/their pets, and now everyone’s reporting us for having an outdoor cat. Our cat is not the only one on base there are so many, we just have the only one that gets much of any attention on Facebook or at all because he will straight up bother you/get in your business. I don’t want to rehome him but there’s no way I can make him an indoor cat, at least that’s how I feel. He’s been going outside for just over a year now and no longer will use the litter box just pisses wherever he wants. And he’ll cry at the door to leave for literal hours.

I need advice. If I keep getting reported I will have to rehome him, is there anything I can do to make him leave other people alone or to make him litter trained/indoor again? I’m tired of being the weekly drama of the base Facebook page (I’m extremely introverted), the passive shade is draining , and I’m nervous about where my cats going to end up because of this. I get there’s always two sides to the story, and some of these people didn’t give him food. And most didn’t ask for a cat to be bothering them, I just wish they’d shoo him away or something. Idk what I can do.
