13 Months Old

So my little guy just turned 13 months. The last week or so, he has been sooooo fussy for seemingly no reason. He isn’t teething (he has his four first molars already), isn’t sick, isn’t overly tired. It just seems like he can’t make up his mind for anything, and it frustrates him. He’ll reach and cry for me to pick him up, only to be squirming to put him down 5 seconds later, then he’ll scream and cry because I set him down 😐 he wants to go outside, so we go outside, only for him to rush over and start pulling on the door and crying to go back inside. Even his favorite books he seems to suddenly have no interest in. But simultaneously, he doesn’t have any drive to be independent anymore (he used to play on his own for 45-60 minutes without any problem), wants my constant attention, but also doesn’t want me anywhere nearby. It’s so confusing and I have no idea what to do. I’m at a complete loss. Is this developmentally normal? Anyone else experience this with their one year old? Any tips/tricks that worked for you, if you did experience it?
