4cm- almost 5cm but no labor

I’m 38 weeks and 4cm, close to 5cm, but no active labor. I’ve had contractions, but nothing consistent enough to be admitted. They also said baby is about 80% effaced which is why my contractions are not kickstarting labor yet. What can I do to get this going? The contractions are intense and will sometimes get 3 minutes apart but they stop. I need to get her more engaged is what they told me at the hospital.
